The layout is changed by going to the Settings > Preferences menu.  The scores panel at the end shows the scores for each layout (but doesn't change the layout for the next game).  This is confusing and is being improved:

  Cannot change layout in Mahjongg.

Status in “gnome-games” package in Ubuntu:
  Invalid

Bug description:
  Playing Mahjongg on 11,10 the option to change the layout appears in
  the scores panel at the end of a game, but it is not effective. I
  always end up with 'difficult'!
