[Bug 919224] [NEW] When selecting an application to handle a downloaded file, a file browser not an application browser dialog appears

Public bug reported:

To recreate:

1. Click a URL that downloads a .png file
2. The browser shows a "What should Firefox do with this file?" dialog
3. Click "Open With", then select "Other..." in the drop-down

What happens:
 * New dialog appears titled "Choose Helper Application" but it is a file system browser that requires me to navigate to the exact location of any application I choose

What should happen:
 * I should see an application picker. I don't care where they live on disk.

This happens on all versions of Firefox I care to try on any release of
Ubuntu.

** Affects: firefox (Ubuntu)
     Importance: Undecided
         Status: New
