[Bug 1376540] [NEW] All wireless access points are not list on System Settings /Network/Wireless when change the Wireless button from "off" to "on".

 

Public bug reported:

When turn off wireless from settings>Network and then turn it on again,
the AP list does not refresh. There is no options in the list. But
wireless function does enable and work. Still can see available AP in
top menu net work icon and establish connection without problem. When
click any AP (SSID) in top menu, the list in Network interface will
flash. Can see available AP in the interface.

Step to reproduce:
1. Make sure system does not connect to any wireless access point.
2. Go to settings>Network
3. Change wireless button to off, verify there is not list access point.
4. Change wireless button to on, the AP list does not refresh
