[Bug 1376602] [NEW] Sync gucharmap 1:3.14.0-1 (main) from Debian unstable (main)

Please sync gucharmap 1:3.14.0-1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Upload from unreleased Debian SVN to fix FTBFS, should be a sync in
    future.
  * Use dh_autoreconf to update libtool.m4 for new ports, and build with
    --as-needed to obsolete debian/patches/99_ltmain_as-needed.patch. Thanks
    to Colin Watson in Ubuntu.
Fixed in debian + new upstream translation release
