when switching to an hebrew keyboard when focused on an input element in chromium , 
chromium goes into a state of ignoring all keyboard input on all inputs inside all tabs including the location bar
this bug is also reproduced in chrome distro from google

2. focus on the textarea input
3. switch from english to hebrew keyboard
4. no keyboard input
