Title:
  debian/ packaging directory is included in source tarball when using
  'make dist'

Bug description:
  Using 'make dist' results in a source tarball that includes the debian
  packaging directory.  The cmake recipe needs to be tweaked so that the
  inline packaging does not get distributed.
