[Bug 1392519] [NEW] Hotspot function does not work in 14.04 LTS

Filed this bug using [CODE] ubuntu-bug -w [/CODE] then clicking on
Settings>Network>Use as hotspot which is why it came up unity-control-
center, but the bug is probably related to ap-hotspot.
Hotspot creation appears to work, but other devices (PCs, cell phone)
can't detect wifi signal from hotspot. My PC is able to use wifi as a
client, but can't broadcast as a hotspot when on Ethernet. Wifi card is
an Intel 6230, so hardware shouldn't be an issue.
