[Bug 1395584] [NEW] File transfer will become slowly or stop when switch DC to AC during transfer files from internal HDD to external storage on Notebook.

Steps to reproduce:
1. Under notebook's DC mode, prepare the big file in internal HDD.
2. Plug-in the USB flash storage (DOK/SD card) and translate the file from the Internal HDD to it.
3. Plug-in the AC during file transferring, found file transfer speed become slowly or stop.
Notes:
This issue has a high fail rate with USB 2.0 storage devices.
