[Bug 1395599] [NEW] xset r off fails after hitting num-lock key

Public bug reported:

In a terminal, after you enter the following command:

xset r off

It turns off key auto-repeat, as it should. You can press and hold a
key, and only one such key will be displayed.

If you then press the num-lock key (in the numeric key-pad), then press
and hold a key, it is repeatedly displayed, and the command:

xset q

outputs information showing that auto-repeat has been turned back on.

I expected that after doing the "xset r off" command, auto-repeat would
remain off, regardless which key is pressed.

Yet when I pressed the num-lock key (in the numeric key-pad), auto-
repeat got turned back on. It did not do this on Ubuntu 14.04.

This causes problems for an application which turns-off key-repeat by
using the "xset r off" system command.

I have observed this happening in both the ubuntuMATE and Lubuntu
distributions.
