Message #86526
[Bug 1330255] Re: Unable to Detect USB Mouse and Keyboard
I have the same problem with Dell Inspiron 3847, but I've solved using
an older keyboard, not Dell.
I suspect the problem is in Dell keyboard and/or mouse.

Title:
Unable to Detect USB Mouse and Keyboard
Status in xorg package in Ubuntu:
Confirmed
Bug description:
When I boot into ubuntu 14.04 LTS, most of the time it does not even
recognize the USB mouse and keyboard. It only recognizes them about
one-third of the time, and it will have a message that pops up that
says
Connected:
Wired Connection 1
That's when I know it recognized the mouse and keyboard. Otherwise I
don't see any message and nothing works. I have to do a hard shutdown
(i.e. hold the power button down until the computer turns off)
because I cannot restart the computer with the keyboard or the mouse.
