[Bug 1400079] [NEW] Bluetooth not working on Asus X751LA

This bug is associated with launchpad's question #257206. Since the
question did not receive any useful answer, I thought to scale up the
issue.
In order to be 100% sure, since I made several tests for another problem
I have with the touchpad, I reinstalled entirely the whole system, so
now I'm running a fresh install of Ubuntu 14.04 on the mentioned
notebook.
The Notebook is equipped with a Qualcomm Atheros, the wifi is working fine - at least so it appears to me.
The bluetooth app is not able to activate the bluetooth.
I installed blueman, and through it I could switch on the bluetooth (at least it says it is on); however when I do a search. it cannot detect any remote device. Moreover, although I set the device as visible, it does not show up on other devices scanner.
Hcitool seems to detect the local device:
$ hcitool dev
Devices:
hci0 54:27:1E:51:63:DE
However it does not detect remote devices:
$ sudo hcitool scan
Scanning ...
$
(this was after I set my phone as discoverable).
The kill list is clear:
$ sudo rfkill list
