[Bug 1400337] [NEW] .conf file in /etc/modprobe.d not working ?

Public bug reported:

hello,
I have an inspiron 15 (3521) with an HD intel audio. I think it's defective because I hear that buzz sound all the time in my left headphone. I have experience this in windows too. That's why I think it's hardware.

So to the point, I want the audio chipset to automatically power off when there is no sound.
So i created a file snd-hda-intel.conf in /etc/modprobe.d and pasted into it

options snd-hda-intel power_save=5

(I have tried too with options snd_hda_intel power_save=5)

And when I boot, I got the buzz sound starting but it stops right after
5 seconds while the kernel parameter ask for it.

But as soon the drum roll of ubuntu is heard the buzz continue to go on
and the audio chipset is never turned off.

I can see after I log in that
cat /sys/module/snd_hda_intel/parameters/power_save
0

gives 0, the default, instead of 5

I have made another file for the i915 module, and it's the same. after
boot I can check in /sys/modules/i915/parameters that the parameter I
have set in the .conf are not set in fact.

Description:	Ubuntu 14.10
Release:	14.10
