[Bug 1401189] [NEW] Maximizing window on second monitor always pushes it back to the first monitor

Public bug reported:

Back in ubuntu 12.04 one were allowed to maximize the window on a second monitor without pushing back to the first monitor. I know there are window positioning constraints in this so that if part of the window is not in the second monitor's workspace area it pushes to the first monitor. However, one was allowed to bring a window on a second monitor, then press WinKey + Left | Right and that would divide the window in half (whith works fine today) but then when pressing WinKey + Up from that point would simply maximize the window in the second monitor. In current ubuntu 14.04 it always pushes to the first monitor instead. Silly thing but somewhat disruptive.
I think it might have something to do with window padding as it might be pushed a few pixels offset to the right which is then causing the whole window positioning constraints to take place, but that's just my guess.
