[Bug 1404645] [NEW] Evince opens PDF files as locked

Public bug reported:

Description: When im trying to open that file that has no password and can be displayed at any other pdf reader, evince requires a password to unlock it. But the file has no password and it should open normaly. Whatever i input as password isnt acceptable and doesnt open the file.
What i expect to happen: To open the file normaly without requesting any password since there isnt
What happened instead: The file wont open until i enter the correct password(that doesnt exist)
