[Bug 1405722] [NEW] Workspace switcher shortcuts stop working

Public bug reported:

Shortcuts for workspace switcher, CTRL+ALT+Cursor, stop working in this
situation:

1. Set the environment to use multiple workspaces (2x2 grid)
2. Make sure that you have one workspace with only one program, i.e. gedit, terminal, whatever
3. Switch to that workspace by any method
4. Close the program by any method
5. Try to switch to any workspace with CTRL+ALT+Cursor - they aren't working
6. If you click on the background, the keys start to work again

I guess that this is a situation where keyboard focus after closing the
window is set to something else instead of unity.
