gnome starts with minimal brightness

Bug description:
Binary package hint: gnome-power-manager
Everytime my laptop is booted or wakes up from hibernation the display
brightness is set to the lowest value possible. I then manually set
the brightness via the gnome panel applet but these settings are not
being remembered and so my laptop starts with low brightness again.
