[Bug 1408601] [NEW] Focus lock on wrong workspace locks user out

Context: I'm using compiz with workspaces on ubuntu. I switch workspaces
pretty frequently.

When I run an SSH command, sometimes gksu is needed to unlock the key
(and sometimes it is not).

If I run such a command, then quickly switch workspaces, the gksu dialog
appears on the old workspace.

This is a problem because I now can't see the dialog, and I can't use
the keyboard *at all*.

Sometimes when I manage to get back via the mouse, the dialog is under
other windows and still can't be seen.

If gksu is going to steal the keyboard, it should stay on top of other
windows and always show on the current workspace.
