[Bug 1414693] [NEW] Sound panel in System Settings fails to recognise built-in audio

Public bug reported:

When the system starts up, the sound system sometimes fails to recognise
the sound hardware correctly.

One instance is where the System Settings > Sound window shows the
Speakers, Built-in Audio in the Play Sound Through window but shows the
settings for HDMI / Display Port instead. It is necessary to click on
the Speakers in order to get the correct Settings for Speakers to be
displayed.

What the System Settings needs is a link to PulseAudio Volume Control
which provides more options for selecting the various sound channels and
options available e.g. Speakers, HDMI / Display Port or Bluetooth. This
app is not necessarily known to the uninitiated. Perhaps some of its
functionality needs to be included in the Sound window selected from
System Settings.
