Bug description:
  After fresh installation of Ubuntu 12.04 I have changed the settings of switching between keyboard layouts. Unfortunately the new settings work maximum until a reboot or even some applications stop usage of the new settings during current session.
  Some investigations show up that file "/etc/default/keyboard" was not modified during implementation of settings.
  After manual change of the file switch between layouts works as expected, but further attempts to change toggle combination of keys or keyboard indicator for layouts via gnome-control-center do not work.
