[Bug 1419340] [NEW] Hotkeys are passed to current application instead of being processed

Public bug reported:

On my current vivid pre-alpha system the brightness, volume and suspend hotkeys have stopped changing the brightness, the volume and to suspend the computer. Instead they are passed to the currently active application (emacs is handy in this respect since it will complain in this case and display the name of the hotkey).
Suspending, changing the brightness or volume seem to work completely fine when triggered in any other way than by pressing a hotkey.

ProblemType: Bug
DistroRelease: Ubuntu 15.04
Package: gnome-settings-daemon 3.14.2-2ubuntu2
Uname: Linux 3.19.0-031900rc6-lowlatency x86_64
ApportVersion: 2.16-0ubuntu1
Architecture: amd64
Date: Sat Feb 7 21:39:04 2015
EcryptfsInUse: Yes
SourcePackage: gnome-settings-daemon
UpgradeStatus: No upgrade log present (probably fresh install)

** Affects: gnome-settings-daemon (Ubuntu)
     Importance: Undecided
         Status: New
