I highlighted the completeness table rows above. While I was hopeful that
this was my smoking gun, alas, I still do not have a '100' for that aidpost
in April in the report rates pivot table.

I also highlighted a row (near the top) that says there is an error. I
don't have access to our production environment's console, but I ran the
same process in our test server (with a few day old dump of the production
data) and it came back much the same way, here is what the console had to
say:

I'm not sure if it was an erroneous skip of an invalid table, or if that
stopped the entire update. In any case, the test environment has the same
exact behavior, it also did not register any change in the completed
reports, so the issue still stands.
