Hi team,

While trying to sort out what goes wrong with Ebola tracking data, it would
have been very helpful to be able to say which user added a
programinstance, trackedentityinstance or trackedentityattributevalue.

However, none of these tables have the "storedby" column that we find in
datavalue and trackedentitydatavalue.

I would actually think it makes sense to track this information even when
it comes to who changed the orgunit hierarchy or who added a new dataset
etc.

Do you think this is something that could be added (preferably to all
metadata objects, but at least to trackedentityattributevalue)?
