"programstageusergroupaccesses" table missing in database when upgrading from 2.28 to 2.29

Hi Community!

I am upgrading a DHIS2 instance from 28 to 29 version but when Running the
migration function of the user rules I find out that my database doesn't
have the "programstageusergroupaccesses" table.

I tried to see if the table was supposed to be created during my past
upgrades but it seems that's not the case.

When should this table be created and how can I fix it?

DHIS2 : 2.28
OS : Ubuntu 16
DB : Postgres 9.4
