You can connect directly to operators using smpp, but probably less work
with an sms gateway company. In philippines there should local companies
that can help be a gateway so you do not have to connect directly to each
operator.

Which sms functions are you looking for? Java client reporting, reports
sent by sms directly from the user, or outgoing messages, alerts etc.

Unfortunately we do not havean sms implementation guide yet, but will work
on one. In the meantime, we will try to respond via emsil.
