Yes, you can teach the data entrants to use the "complete" button at
the end of each form after they have filled it properly. You can then
later use the "Reporting rate summary" tool in reports module to
assess the number of forms completed. To double check whether the
forms are actually filled you can define a set of "compulsory data
elements" (click on the yellow icon next to the data set in the data
set list). Then later in reporting rate summary you can choose "Based
on compulsory data elements" as method for calculating form
submissions - a form is considered complete if values are entered for
all compulsory data elements.
