Its both for online and offline. The reason it takes a long time when
you're loading the full tree, is that it actually loads the full tree into
your browser (this is used for offline data entry etc, but also for speed
improvements). You can change this using the offline setting, but it also
means that the full tree will not be available for you offline.

We are looking into using a different store for this in 2.13, hopefully
that will speed it up (also, no storage size problem anymore).
