Yes, I suspected that. The right breakdown for groups, DEs, categories etc is always tricky. I would say there is no "right" way to do it. It all depends on your needs for maintenance and getting totals and subtotals, though DHIS is now so flexible that you can do it most ways without much hassle.

I would probably have made a group for these two DEs ("HIV counseling and testing" or something), and an indicator for the grand total.
