Good morning,

   I just tried a full meta-data export -> import and for now everything
looks fine but the users...

Even if "users" was selected when the file was created, they were not
imported.
I tried to export only the users and the xml looks fine (attached)... but
they are not found when i import (dhis2 info and import summary below).
