Hi Sam,

I found the issue and the way to fix it.
This is caused by a logic deep inside of the way DHIS2 search for user.
Basically, the system won't be able to find the user associated with
phonenumber if the "*Allow users to grant own user roles*" is not enabled.

To enable it you have to go to Apps => Settings => Access, then check on
the checkbox "Allow users to grant own user roles"

This checkbox means anyone who can access to the user management page can
add or remove permission for himself/herself.

This is not the best solution but it is the urgent solution.
