Then you should probably do:
-        In expression : V{enrollment_count} (by clicking on “counts of enrollments”
-        In filter: #{J9gyc1kuEIZ.Xii6gy92ebp} < 5
Where J9gyc1kuEIZ is the UID of the program
Xii6gy92ebp is the UID of the data element “Age”
 
Try it and let me know if it works. J

It depends which kind of program indicators you want to build. Expression is mandatory, filter is useful for some program indicators. Did you received the list of program indicators I sent you last week?
