Hi Aimee,

We experienced this in Uganda last year. The solution was to do load
balancing of tomcat and web servers using apache 2.4 and above (load
balancing)
We also implemented postgresql replication to take advantage of read only
queries for analytics.
You may need extra servers or lxc containers to achieve it.
