I doubt anyone is currently using DHIS2 as a cancer registry, but that
should be quite possible.It seems to be WHO Lyon that are manage them:

Do you already have the list of ICD-O codes in Excel or similar? Then it
can be imported:

Maybe you tell us a bit about more about your organization and use case?
