Title:
  wqy bitmap showing wrong size

Status in “ttf-wqy-zenhei” package in Ubuntu:
  Expired

Bug description:
  Binary package hint: ttf-wqy-zenhei

After the bugfix of #203571, the default chinese font becomes smaller
  than desired size.

Ubuntu version: Kubuntu 8.04 KDE 3.5.9
package version: the version after bugfix #203571

procedure: install a clean Kubuntu 8.04 KDE3 and chinese language
support and sudo apt-get upgrade, set the system default font to
Bitstream Sans 12, then try to see chinese text vs english text in the
  same screen.

expected: english text is bitstream sans 12 and chinese text is wqy
12, they both seems to be the same size.

happened instead: english text is bitstream sans 12 and chinese text
seems to be much smaller than 12pt bitmap, seems like 10pt bitmap.

Note: this only happens when wqy is using the embedded bitmap, I had
tried to increase the system default font to 16, wqy will not use
bitmap at that size, and the corresponding wqy font is showing the
right size, it has the same height with the bitstream sans font. —— if
I unpatch the bugfix of 203571 this bug disappeared.

Suggestion: it seems that the bugfix of 203571 has bug in itself,
which is mapping bitmap with smaller size to scalar font. Or the
embedded bitmap of wqy is simply not stable enough to be enabled by
  default?
