Bug description:
  Binary package hint: ubuntu-docs

  When i try to build the Lucid html documentation in french (changed
  the LN=fr in the Makefile) i have sed errors for the switching
  documentation who seems doesn't exist in french. (no
  build/switching/fr directory)

  ./scripts/fix-urls.sh -l fr
  sed: can't read build/switching/fr/*.html: No such file or directory

  This script should test if the build/$y/$lang exists before trying to
  change the urls and fallback to a build/$y/C if it doesn't.
