Check out LP:#1279766

The user found it hard to encrypt home folders of new users.  The option
is already provided for the first user at the Ubuntu Installation
screen, but it isn't found anywhere else.

A wiki page has some information on this matter.

But we can make a System doc page out of the information.  It would be
more convenient.
