I usually recommend Ask Ubuntu, and if you are no longer allowed to ask
questions there, you have probably violated their policies. Another
option is http://ubuntuforums.org/.

However, Ubuntu 13.10 is not supported any longer, and you will probably
not get help with that version. In other words: You should better
upgrade, or you're on your own.

  i cant find any help anywhere to my problems.

Status in “ubuntu-docs” package in Ubuntu:
  Invalid

Bug description:
  i understand this isnt a bug but i cant seem to figure this out
  anywhere and no matter what i do someone undervotes my questions at
  ask.ubutu. so now i cant even ask. so now i have nowhere else to get
  assistance and its really annoying. i do have issues and cant find any
  answers anywhere and now i cant even ask them. so what the hell am i
  supposed to do? at this point i am extremely frustrated.
