Thanks for your report.
I don't quite understand what you mean. If you turn bluetooth off, it
will be off until you turn it on again, won't it? What's the difference
between that and "by default"?

Bug description:
I want to turn bluetooth off by default, because it is a very rare use
case that I need it.
I go and look at the bluetooth documentation to find out how to do
this.
The bluetooth documentation does not contain instructions on how to
turn bluetooth off by default.

I do understand how to click an on/off button, but not how to turn it
off by default, I would expect instructions on how to do that. The
docs itself hint that it is a smart thing to turn bluetooth off to
conserve power.
