[Bug 1635831] [NEW] How to turn bluetooth off by default

I want to turn bluetooth off by default, because it is a very rare use
case that I need it.

I go and look at the bluetooth documentation to find out how to do this.

The bluetooth documentation does not contain instructions on how to turn
bluetooth off by default.

I do understand how to click an on/off button, but not how to turn it
off by default, I would expect instructions on how to do that. The docs
itself hint that it is a smart thing to turn bluetooth off to conserve
power.
