That's not how it's supposed to work AFAICT, and I can't reproduce it,
so this is reasonably not a documentation matter.

Bug description:
  I want to turn bluetooth off by default, because it is a very rare use
  case that I need it.

  I go and look at the bluetooth documentation to find out how to do

  The bluetooth documentation does not contain instructions on how to
  turn bluetooth off by default.


  I do understand how to click an on/off button, but not how to turn it
  off by default, I would expect instructions on how to do that. The
  docs itself hint that it is a smart thing to turn bluetooth off to
  conserve power.
