Thanks for your report, Robin. Your observations are correct, and that
page will be changed when Ubuntu 17.04 is released. Marking this bug as
a duplicate.

As regards your use case, which keyboard layout are you using? Are you
sure you need to enable a compose key to type the € symbol?

      *Define a compose key*

      Click the icon at the very right of the menu bar and select System
  Settings.

      Click Keyboard Layout.

  There is no option called keyboard layout. There is "keyboard" and
  there is "text entry."

      Click Options.

  Neither "keyboard" nor "text entry" have anything called "options."

  my use-case here is trying to get AltGr-4 to give me the euro symbol,
  which I'm sure was possible in earlier Ubuntu versions.
