Well, the Māori layout is quite different from us-intl (otherwise you
could have typed € using <AltGr>+5). In any case the compose key is not
what you are looking for.

To make a long story short, please open a terminal window and run this
command (one line; beware of the line break):

gsettings set org.gnome.desktop.input-sources xkb-options
"['eurosign:4', 'lv3:ralt_switch']"

It ought to do what you want.

      *Define a compose key*

      Click the icon at the very right of the menu bar and select System
  Settings.

      Click Keyboard Layout.

  There is no option called keyboard layout. There is "keyboard" and
  there is "text entry."

      Click Options.

  Neither "keyboard" nor "text entry" have anything called "options."

  my use-case here is trying to get AltGr-4 to give me the euro symbol,
  which I'm sure was possible in earlier Ubuntu versions.
