Bug description:
The net-chat section basically deals with:
- Empathy
- Skype
Empathy can be considered dead:

As regards Skype the default software installer is now snap based, and
the described method for installing does not work due to bug #1887509.
Let's stop confusing our users and drop the net-chat section.
