I'm currently on 22.04, and I see a button whose label is "Clear"
(admittedly not "Clear List") at the bottom of the window to the right
of the "Do Not Disturb" switch. Do you see the same?

If you hover a notification, a 'X' button shows up at the top right, and
you can click it to clear that particular notification. Or click the
"Clear" button to clear them all.

TBH I'm not enough familiar with the feature to tell.

But please note that the feature is a GNOME one, and if you would like
to suggest improvements to it, I would recommend that you submit a
wishlist issue here:

Ubuntu is a distribution which uses GNOME, and changing the behavior of
the notification feature is not likely to happen on the distro level.

  wrong.
