[HG dolfin] Add get(), set(), add() of whole vector to GenericVector, PETScVector

Add get(), set(), add() of whole vector to GenericVector, PETScVector
and uBlasVector. Now, plotting works also in PETSc mode. Was previously
only implemented for uBlasVectors in XML input/output but now works the
same way for all vectors.
