This is weird, because OSError here will only be raised when the command 
'pkg-config --version' returns an error in the shell. What happens if 
you run this command in a shell by itself? Also, are you sure that you 
are using a shell where you have sourced the Fink files? It might seem 
like a trivial question, but I cannot think of anything else.
