In preparation:

  FFC     0.9.9  (Anders wants 0.9.9)
  FIAT    0.9.9  (Rob wants 0.9.9)
  Instant 0.9.9  (current is 0.9.8)
  DOLFIN  0.9.10
  UFL     0.5.5
  Viper   0.4.7

Looking at the above numbers, I still suggest making the version
number 0.9.9 for UFL and Viper.

I won't make UFL 0.9.9 unless Martin tells me it's a good idea.
