try to single out what the issue is..
usually it is the upload. run your backups with raised verbosity so you can see how long it takes to build the diff volumes.

why did you use --gpg-options "compress-level=0" (does that even exist?)
and not --gpg-options "-z 0" ?

observe your system during backup. how much memory does duplicity use?
is it swapping?

for comparision do a backup to a local file target and some incrementals
to that later to find out if the general backup creation works
flawlessly and performant enough.
