Thank you edso, changing the order solved my problem. My exclude file
list now looks like this:

- /root/.cache
- /var/cache
- /var/lib/dpkg
- /var/lib/apt
+ /etc
+ /root
+ /var
+ /home
- **

I've read the man page but I didn't got it.
