Hi Edso and Kenneth, this thread seems to have fizzled out.

As a workaround to the problem of files being re-added I started a
cleared both my front end data and the backup backend, caches, temps,
etc.    Then I started adding a few files to my photo library, running a
duplicity backup, verifying, rerunning (expecting zero size increase)
and then adding some more files and repeating the backup, verify, backup
process.

In doing so, I managed to grow my original data all the way to ~500 GB
without duplicity ever double-adding any files.  This now gives me a
ground on which to run incremental backups and solves the nuisance of
consuming ~180GB of unnecessary space but it does not solve the problem.

Since no one else has come forth with this problem it will fade into
oblivion, but if you ever have a thought about what could cause it and
how to solve it, please come back and comment about it.
