Provide synthetic fulls based on a given backupset (FULL + INCR + ...).

This would allow an offline host to provide a new full backup just having access to the existing backups and the password to those backups.  The primary host (the one backed up) would just keep doing incr backups forever.  Next time duplicity starts on the primary, it would see the completed new full as if it were a normal full backup and provide incr backups from that point.
